Skills and Experience:

Before setting up Inspira, Dawn was a principal consultant with Vantagepoint Management Consultants. Prior to this, she was Director of Policy at Redditch Borough Council with a wide range of responsibilities including Community Planning, Regeneration, Housing Strategy, Corporate Policy, Consultation and Communications. Dawn was appointed in August 2002 as a Neighbourhood Renewal Advisor to the Office of the Deputy Prime Minister. She has strong and varied local government experience of both corporate and direct services and specialises in:

Dawn has worked on a number of major consultancy projects including:

  Birmingham Local Area Agreement – major assignment to support City Council partners and the strategic partnership to develop the agreement
  Northamptonshire Local Area Agreement – support and development of agreement content and facilitation of partners engagement
  Leeds Initiative and Leeds City Council - developing, facilitating, partner negotiation and writing the new Regeneration Plan for Leeds plus 5 District Partnership Implementation Plans
  Birmingham Strategic Partnership - support for the development of District Partnerships across the City, development of community plans, partnership working arrangements, central support for Councillors and key partner agencies
  Government Office for the East Midlands Neighbourhood Management Network co-ordinators and facilitators
  Wolverhampton Strategic Partnership – Assignment Manager, strategic support for the new Local Area Agreement pilot
  Ovenden Initiaitive, Halifax – Lead Adviser for Neighbourhood Management Pilot
  One City Partnership Nottingham – National Places Initiative collaboration between ODPM, NRU and the Cabinet Office providing advice and guidance on Performance Management, Floor target action planning and trajectory analysis

  Review of SRB Partnership Health Theme for Finsbury Park Partnership with major £1m project – development of appraisal and action plan
  Regeneration Zone Implementation Plan for the Wolverhampton/Walsall North Black Country Sub-Regional Partnership/AWM, development of a programme for a Diverse and Dynamic Economy Pillar 1 strategy and operational support, chairing Scrutiny panels and appraisal training for Regeneration Zone project managers

At Redditch Borough Council, Dawn designed and delivered a regeneration strategy and Chaired the Redditch Partnership (LSP), also representing the Council at the Worcestershire Sub-Regional level. She also had extensive corporate responsibilities for a change management programme re-organising mainstream services on an area basis, Dawnimplementation of a budget reduction strategy, and introducing strategies on social exclusion and community participation. At Ashfield District Council as Head of Regeneration, Dawn was responsible for delivering 2 major SRB programmes, ERDF programme and other funding programmes in the East Midlands. Her responsibilities also included the development of the Engineering Forum a separate company for supporting Engineering Companies in the area and was a member of the Board.
